Propose a Non-Credit Program

City College’s Workforce Development & Community Education (WFCE) team partners with faculty and staff to develop non-credit programs that respond to workforce needs, industry demand, and community interest.

We welcome proposals for short-term training, workshops, certificates, and pilot programs that align with City College’s mission and Montana workforce priorities.

Who Can Submit a Proposal

  • City College and MSU Billings faculty
  • Professional staff with subject-matter expertise
  • Departments exploring workforce, continuing education, or community-based training
  • External employer/industry stakeholders

What We’re Looking For

  • Programs aligned with regional workforce demand
  • Short-term, skills-focused training
  • Non-credit offerings that can scale or pilot quickly
  • Programs that serve adult learners, incumbent workers, or career-seekers

Examples include:

  • Skilled trades and technical training
  • Healthcare and human services
  • Public safety, legal services, and compliance training
  • Industry-recognized skill development

What WFCE Provides

WFCE supports approved proposals by:

  • Assessing workforce demand and feasibility
  • Managing program setup, registration, and logistics
  • Supporting pricing, cost recovery, and instructor pay
  • Marketing and outreach through City College channels
