As explained in the chapter on Emergency Preparedness, a Civil Disorder is a planned or unplanned demonstration which may become large and uncontrollable. In some cases, participants could become violent, causing the destruction of property and injury or even death to themselves or observers. Recognizing the need to manage crisis, the University Police, Billings Police and Billings Fire Department are prepared for these emergencies.
Upon recognizing a potential civil disturbance which may require more than the customary police response, through the use of Mutual Aid, the MSU Billings Chief of Police will contact the Billings Police Department. In accordance with Billings Police Policy 8-1: Special Operations; VIII. Civil Disturbance Response Plan; the Billings Chief of Police and the Deputy Chief will then call out the necessary officers needed to assist with the occurrence.
