Chuck Tooley, long-time Billings businessman and community leader, became Director of Montana State University – Billings’ Urban Institute in April, 2007.
Mr. Tooley served on the Billings City Council from 1988 through 1993 prior to being elected mayor of Montana’s largest city. He is the longest-serving mayor in the history of Billings, retiring undefeated at the end of 2005.
Mayor Tooley was President of the Montana League of Cities and Towns and was the first Montanan to serve in the leadership of the United States Conference of Mayors.
Mr. Tooley has been President of Tooley Communications since he founded the company in 1984 after working in sales and marketing positions with large corporations. He consults in market development and public policy and also accepts dozens of invitations a year to speak about leadership, citizenship, and other subjects.
Mr. Tooley has been actively engaged in programs through:

- US Mayors Committee on Resource Conservation and Population
A fourth-generation Montanan, Mr. Tooley is a graduate of Lynchburg College in Virginia and is married to Joan Stapleton Tooley, a national advertising executive.
