II.        DISCUSSION/ACTION ITEMS

 

A.  RACE Committee

 

Dr. Steerey stated that she received an email from a faculty member who had been asked by her Department Chair to resign from the RACE Committee so a scientist could be appointed.  In Spring 2009, the Academic Senate did modify the RACE bylaws, but there was not a requirement added that one of the CAS representatives would be a scientist.  The Committee on Committee did not receive any volunteers from the Department of Biological & Physical Sciences.

 

It was noted that the Committee on Committees does not have a procedure for this situation, in which a faculty member is being asked to step off of a committee.  Normally, the faculty resign for reasons of their own.  The resignation usually goes to Ms. Rabe Meduna via email, and with the consent of the Committee on Committees, she sends out the vacancy to the faculty.

 

It was cited that a faculty member from the Department of Biological & Physical Sciences did volunteer, but he did not follow the normal procedure—instead of using the sign-up form sent by the Committee on Committees, he emailed the Senate Chair.  Dr. Steerey apologized for saying that she would recommend that faculty member, since it was against procedure.

 

It was stated that using the term “scientist” is misleading.  Faculty from the Department of Biological & Physical Sciences are not the only scientists in the CAS.

 

It was noted that the Senate did have a discussion in Spring 2009 about putting a requirement that one of the two CAS representatives would be a scientist.  It was not added to the bylaws.

 

It was cited that the Senate could make a motion regarding the faculty member’s resignation from the RACE Committee.  The question was raised as to whether the Senate acts on every single committee resignation.  It was stated that this is an unusual situation.

 

It was noted that the reason given for one of the CAS positions to be designated as a scientist is because they would better understand the proposals submitted by other scientists.  It was stated that any discipline could then use this argument that the RACE Committee does not understand their proposals and request another member be added to the Committee!  One cannot pick out a single discipline and say it’s difficult to understand.  The RACE members should review the grant proposals as professional faculty, regardless of what discipline the applications are from.

 

The question was raised as to why the faculty member’s Department Chair was concerned about the membership of the RACE Committee.  Why was this committee member affected and not the other CAS representative?

 

It was agreed that the Senate should ask the faculty member if she wishes to stay on the RACE Committee.  The Senate should also apologize to her because the process was broken.  If the faculty member wants to stay on the Committee, she stays.  If the faculty member does resign from the Committee, the usual process to replace her will be used.  The Committee on Committees will request Ms. Rabe Meduna to send out an email notification of the vacancy.

 

The Senate also agreed that a review of the bylaws, if called for by the Senate, will be at another meeting.

 

 

The meeting adjourned at 4:22 p.m.
