Office of Licensure Standards and Practices

Licensure Processing Procedures

  1. It is the candidate’s responsibility to access the appropriate web page, print out, and complete the required documents.

  2. Applications for Montana licensure must be submitted to the CAFÉ office.

  3. Candidates seeking an elementary endorsement must take Praxis II exam 0014, Elementary Education: Content Knowledge prior to licensure.  The minimum score acceptable for licensure is 139.

  4. Out-of-state applications for licensure will be processed through the CAFÉ office.  Candidates must access (via the state’s department of education web page) the necessary documents.  Once the documents have been printed out and completed, submit the page(s) that require the MSU-Billings seal and signatures to the CAFÉ Office.

    1. Most states require the candidate to mail all applicable papers and documentation in one complete package.
    2. It is the candidate’s responsibility to know the state’s particular licensing requirements and provide the applicable documentation, including fingerprinting and criminal background checks.
    3. Most states require licensing exams, such as Praxis II.  It is important that candidates research the testing requirements in advance of application.

  5. Applications for teacher licensure and endorsements must be reviewed and receive approval by the Certification Officer prior to institutional recommendation and final consideration by the State Licensure Unit in Helena, Montana or any other state department of education.  The licensure unit in each state’s Department of Education is responsible for final consideration and approval.

  6. Fingerprints and Criminal Background Checks can not be older than 23 months.  If necessary, have a new fingerprint card made and submit to the CAFÉ Office.  Contact Jennifer Burns at 657-2336 for information.
