POSITION: POLICE PATROL OFFICER – SEARCH 8066MAR
Full-time Classified position. Eligible for overtime.
DEPARTMENT: MSU Billings Campus Police Department
DATE TO START: Upon successful completion of the selection process
STARTING SALARY: $16.680 with benefits, P.O.S.T. Certification required. Starting salary will be adjusted to a lower rate for Non-P.O.S.T. Certified candidates.
BARGAINING UNIT: Montana Public Employees’ Association (MPEA).
Montana State University Billings is the third largest University in Montana and is located in Montana’s largest city. The Senior campus, College of Technology and Downtown campus together are home to approximately 5,000 students. The University has six colleges, which offer a wide variety of degree programs to its students. Montana State University Billings employs approximately 500 employees, who together work hard to create an outstanding University.
DESCRIPTION: The Campus Police Department is a public service law enforcement and security Department for the Montana State University Billings campus. The campus community is comprised of a large diverse population, which requires a community service orientation toward law enforcement and security. The Department is responsible for enforcement of federal, state, and local laws on the campus as well as enforcement of campus policies and procedures.
Duties may include, (but are not limited to): patrolling campus either on foot or by vehicle; checking all buildings on campus to detect unlawful entry and fire or safety violations; enforcing all university parking regulations; remaining informed of all policy changes and preparing necessary documents to support arrests that are made; mediating disputes and communicating a variety of rules, regulations, and procedures in a service oriented manner; performing related duties as required. Officers are expected to carry out departmental responsibilities in a proficient and professional manner.
This position can be physically demanding and thus applicants must be able to complete the physical fitness requirements as set forth by the Montana Law Enforcement Academy and be able to perform foot patrol 3-4 hours/shift, including inclement weather. Officers must maintain a neat appearance and wear the department uniform on the job. The Campus Police is a 24 hours/day, 7 days/week service based operation, and the applicant must be able to work nights, weekends, and holidays with regularity.
If necessary, the applicant must be prepared to attend MLEA to complete Basic Law Enforcement training. If the applicant has prior law enforcement experience, he/she must be able to pass an equivalency exam and attend an equivalency Legal class through MLEA. The successful candidate must complete a one-year probationary period, meet departmental and University training requirements, and complete a physical examination (dependent on a conditional offer of employment).
QUALIFICATIONS: Please address each of the following qualifications, and where appropriate, describe specific situations where you have demonstrated these skills. Please submit responses as part of your letter of application.
1. A combination of college level course work and work experience that demonstrates evidence of strong public relations and communication skills, both verbal and written. A minimum combination of four years full-time (or part-time equivalent) is required.
2. Demonstrated competence enforcing criminal law and security regulations, codes and standards required.
3. Successful experience working with the public, preferably college age individuals, under adverse conditions and in stressful situations.
4. Successful experience applying problem solving and mediation skills in intervention and conflict situations. (Please list several examples.)
5. Successful experience exercising good judgment and working effectively, both independently and in a team oriented manner under minimal supervision.
6. Demonstrated ability to develop a working knowledge of, adhere to, and enforce a large body of institutional regulations.
7. Demonstrated competence using firearms, police radios, and related law enforcement equipment. Please list equipment used.
8. Demonstrated familiarity with the philosophies of Community Oriented Policing.
1. Law enforcement experience on a college or university campus.
2. P.O.S.T. (Police Officer Standards and Training) certification or ability to become P.O.S.T. certified in the state of Montana within one year from date of hire.
In addition, the successful candidate will also have the following abilities: the ability to communicate effectively with employees and the public both in person and over the phone; the ability to establish and maintain effective working relations with co-workers and the public; the ability to represent Campus Police and its programs to a multitude of constituencies such as students and their families, staff, faculty, and others in a professional and courteous manner.
ADDITIONAL NECESSARY SPECIAL REQUIREMENTS OF THE SUCCESSFUL CANDIDATE:
a. Must have or be able to obtain a valid Montana State Driver's license.
b. Demonstrate computer skills by successfully completing law enforcement incident report.
c. Ability to meet the minimum physical fitness standards as set forth by the Montana Law Enforcement Academy.
d. Successfully pass a thorough background investigation subject to the standards of Montana Peace Officers, P.O.S.T. and Montana statutes.
e. Provide a doctor's certification of ability to meet the physical demands of the job.
f. Be able to work nights, weekends, and holidays, and under stressful conditions with limited supervision.
