POSITION: CHIEF OF POLICE
Full-time, Professional Contract – Search 8065MAR
DEPARTMENT: MSU Billings Campus Police Department
DATE TO START: Upon successful completion of the selection process
STARTING SALARY: Commensurate with education and experience
Montana State University Billings is the third largest University in Montana and is located in Montana’s largest city. The Senior campus, College of Technology and Downtown campus together are home to approximately 5,000 students. The University has six colleges, which offer a wide variety of degree programs to its students. Montana State University Billings employs approximately 500 employees, who together work hard to create an outstanding University.
The Campus Police Department is a public service law enforcement and safety department for the Montana State University Billings campus. The campus community is comprised of a large, diverse population, which requires a community service orientation toward law enforcement and safety. The Department is responsible for enforcement of federal, state, and local laws on the campus as well as enforcement of campus policies and procedures and campus safety and emergency management programs. The Campus Police Department is a 24 hours/day, 7 days/week service based operation.
The Chief of Police performs a variety of complex administrative, supervisory, managerial and professional work in planning, coordinating and directing the activities of the Montana State University Billings Campus Police Department including emergency management and safety. This position works under the supervision of the Vice Chancellor of Administration and Finance. Supporting and engaging in the University’s continuous quality improvement course of action is expected.
Required Qualifications: Please address each of the following qualifications, and where appropriate describe specific situations where you have demonstrated these skills. Please submit responses as part of your letter of application.
a) Bachelor's degree (Business Administration, Public Administration, Social Science or a related field), six (6) years of progressively responsible experience in law enforcement, and three (3) years served in a supervisory or management role OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
b) Must be Montana P.O.S.T. certified or be P.O.S.T. certified in another state with the requirement to obtain P.O.S.T. certification in Montana within one year.
c) Experience and knowledge of applicable federal, state, and local laws and ordinances.
d) Experience with modern law enforcement techniques and methods.
e) Experience with implementing Emergency Management systems and safety programs.
f) Demonstrated ability to exercise independent judgment in maintaining day-to-day operations.
g) Experience in planning, staffing, organizing, evaluating and controlling a law enforcement organization, motivating staff and the development of personnel.
h) Experience with managing budgets.
i) Demonstrated ability to develop and maintain effective working relationships with all constituents.
j) Ability to communicate (written and oral) effectively.
k) Demonstrated competence using firearms, police radios, and related law enforcement equipment.
a) Law enforcement experience on a college or university campus.
b) Demonstrated familiarity with the philosophies of Community Oriented Policing.
Additional necessary special requirements of the successful candidate:
a) Must have or be able to obtain a valid and insurable Montana State Driver's license.
b) Demonstrate computer skills.
c) Ability to meet the minimum physical fitness standards as set forth by the Montana Law Enforcement Academy.
d) Successfully pass a thorough background investigation subject to the standards of Montana Peace Officers, P.O.S.T.
e) Be able to work variable shifts.
