Policy on Interaction with Employers

The following policy from the National Association of Colleges & Employers is used to determine eligibility of an employing organization or individual to utilize Employer Services at Montana State University Billings.  Career Services reserves the right to refuse service to any employer who violates the NACE Principles for Professional Conduct or any MSUB policy.

All employers must be deemed to be legitimate organizations by Career Services with verifiable business name, physical address, email address, phone number, website, and contact person who can be reached at listed address.

Employer Services

  • On-Campus Interviewing: The process by which employers, with current or anticipated internship or job vacancies, schedule campus interviews.
  • Presentations: Meetings hosted by employers/organizations for students to learn about internship, career or educational opportunities.
  • Career and Internship Fairs: Events attended by many employers/organizations offering information about their organization and internship/career opportunities.
  • Résumé referrals: Résumé referrals to employers for interns and employees. Résumé referrals are not provided for non-paid or commission-only positions.
  • Vacancy Communication: Communication of internship and employment opportunities to which applicants directly apply.
  • Partnering and Sponsorships: Additional opportunities for employers to become involved with Career Services or helping students (serving on Advisory Board, critiquing résumés, doing presentations, sponsoring events, or as an Employer Partner).
  • Employers registered in CareerLink may schedule information tables in high-traffic areas once per campus per semester.  Please call 657-2168 to secure a date. 

Criteria for Assistance to Employers or Other Organizations
Participating organizations must subscribe to the National Association of Colleges and Employers (NACE) Principles for Professional Conduct that include the following criteria:

  • Must have current or anticipated job openings for college graduates or interns.
  • Must have an "employer-employee" relationship in which there are no fees associated with becoming an intern or employee of the organization, other than professional licensure fees for career employees that may be necessary to be paid by employee.
  • Must subscribe to the Equal Employment Opportunity (EEO) established by the Federal and Montana governments.

Internship Employers must subscribe to the policies of the Cooperative Education and Internship Association (CEIA) that include the following criteria:

  • Internship employers should not misrepresent positions offered.
  • Internship employers should be responsible for the ethical and legal conduct of their employees throughout the internship experience.
  • Internship employers should honor the University's policies and procedures for supervising interns.
  • Internship employers should pay for any required license or training fees.
  • Intern should incur no work-related debt or expense.

Re-disclosure of candidate information is prohibited without the candidate's written consent.

Third Party Agencies (temporary agencies, temp-to-hire agencies, search firms, leasing agencies, etc.) are offered assistance with on-campus interviewing and vacancy communication only when they meet the following requirements:

  • Disclose vacancy position(s) and client agency he/she represents for recruiting activities.
  • Acknowledge that Career Services may verify with employer the third party's recruiter relationship.
  • Provide information concerning MSU Billings candidates employed (employer and salary).
  • Recognize that Third Party Agencies are not eligible for other employer services.

Network Marketing Organizations and Franchises are not considered "employers" by Career Services and are not eligible to participate in any employer services. 
Such organizations are those that engage in one or more of the following practices:

  • Sponsorship of an individual in setting up his/her own business for the purpose of selling products or services and/or recruiting other individuals to set up their own business.
  • Requirement of an initial investment from individuals, with the organization itself serving as an umbrella or parent corporation. The initial investment may be direct payment of a fixed fee, payment to attend an orientation or training session, and/or purchase of a starter kit.
  • Compensation is often in the form of straight commission, fees from others under their sponsorship in the organization, and/or a percentage of sales generated by others.

Independent Contractor/Straight Commission organizations that pay individuals on a 1099 basis are not considered "employers" for the purposes of recruiting at MSU Billings.  They may list openings online for graduating students/alumni only.
