Caveats and Definitions
The fluctuations in ridership may have been related to changes in junior
high age school populations. During this time, Billings MET Transit
undertook an analysis of the system and in August 1996, MET implemented
changes intended to better meet public transportation needs, especially
for those most in need of the service, such as the elderly, disabled and
student populations. These population segments have always represented a
substantial majority of total public transportation ridership.
