. . .the ability to communicate in a language other than one's mother tongue has historically been considered one hallmark of an educated person. At a time when constant improvements in the technology of communication and transportation are making neighbors of even the most distant peoples, the need for language study is greater than ever before. If people hope to participate in the political, economic, scientific, or cultural leadership of their planet, a genuine and sustained interest in the languages and cultures of other ethnic groups is imperative.
